UK Railway Infrastructure Faces Urgent Rolling Stock Strategy Gap, Warns Expert

The UK's railway system requires immediate strategic planning for its traction and rolling stock to enhance cost-effectiveness and mitigate potential safety hazards.
This warning comes from Ian Prosser, the former HM Chief Inspector of Railways. In a commentary, Prosser highlighted the critical need for a comprehensive rolling stock strategy, stating it has become a pressing concern.
Prosser expressed concern about the current practice of decommissioning operational electric multiple units (EMUs) while continuing to use aging diesel multiple units (DMUs) that are 40 years old. He cautioned that this trend could lead to increased safety risks. Prosser emphasized the importance of developing short-term, medium-term, and long-term strategies to optimize the deployment of rolling stock across the rail network.
One particular issue Prosser pointed out is the lack of a designated replacement for the Class 158 units, which have been in service since the early 1990s. Although these units have served the railway well, maintaining their efficiency and safety is becoming increasingly challenging, especially regarding engine maintenance.
Regarding traction, Prosser advocated for identifying potential electrification targets and exploring alternative power options, such as hydrogen.
Prosser stressed that these strategic plans should be implemented before the establishment of Great British Railways to ensure the appropriate technologies are utilized effectively and deliver the best value for money.
